The role of Inclusion Centres is to enable pupils with Special Educational Needs or Disabilities to have access to their education as an integral part of a mainstream school.

The Inclusion Support Panel is a multi-disciplinary advisory panel. It helps Portsmouth City Council to make consistent highly informed decisions about how to support children and young people's special educational needs and disabilities. It also advises the local authority about making fair access arrangements for pupils. Finally, it also now hears home to school transport appeals.
